They may not have amateur equipment on board, but did you see that the  orbit 
has a perigee of 300km and an apogee of 4500km. That would be a great  orbit 
for an OSCAR.
 
The spacecraft is also testing some new radition resistant CMOS logic.  
(CULPRIT)
which it will need going that high!
