Thank you very much for your help. It seems that you are using incorrect TLE
data. We have just figured out that our UWE-1 is actually Object 28892, with
the following TLE:

There is something else you should know: the satellite is sending beacons
every one minute (437.505MHz, 1200 Baud AFSK, AX.25 protocol, ~1 [Watt]
output power). In case the batteries become empty, it will enter in "3 hours
charging mode", in which time it does not send beacons (in order to save
some energy and recharge the batteries). In case you do not receive anything
even though you have a good pass, it is highly probable that the satellite
is in this charging mode (this mode can occur as often as once a day).
