RE: sseti

This telemetry was decoded using the Carrier Pulse Beacon Decoder that is intended to be used if the spacecraft is either in Safe or Recovery Modes. If it is in Nominal mode, SERACC must be used instead.
In this case, the wrong software was used (the satellite was in nominal mode at that time). These are only random values that can be decoded even without Express's signal, just with the noise of the radio, thus not being of interest.

WHOA!  Has that main bus voltage sensor failed or what?  That is a huge 
variation on the main bus voltage.  Am I misinterpreting these telemetry 
lines?  If I have it right, the main bus voltage sensor is swinging from 
0V (YOUCH) to 25V.  I think the sensor has failed since I doubt we would 
hear the spacecraft with ZERO VOLTS on the bus.
