[amsat-bb] Early Keps

This Kep was posted at Space track this Thursday morning. It appears to be 
very close to the pre launch keps of SSETI.

At least I now have a valid catalog number number and check sum that one of 
my tracking programs, Sat Explorer, requires before it will process it.
