For "demonstrate the efficiency" I mean demonstrate to the public
opinion and to the governement authority that the Satellite Amateur
Radio is " useful " during the emergency when probably the public
and governement radio communications are down in the disaster
area.
The importance of Satellite Amateur Service during the emergency
is the main point to justify the frequency allocation during the
WARC and ITU Conference.
