PCSAT2 telemetry decoder - new version (1.2)

A new version (1.2) is available for the download.

Changes from the previous version:

- added the capability to decode the telemetry packets from "PCSAT2";
- added one section in the statusbar; it shows if the packet comes
from "PC2ISS" or "PCSAT2";
- added the capability to use validation (user & password) with AGW
Packet Engine via TCP/IP;
- (cosmetic) added the capability to show the "XP look" (on WinXP machines);

- bugfix: a Windows API (used in version 1.0 and 1.1) is dependent
from the language settings on the PC; this can cause "no interception"
of the incoming packets from PC2ISS or PCSAT2 (!) on some machines;
now the program uses a function of the C-runtime library not dependent
from this setting.
