Hi Tony,
Check this link:
http://www.amsat.org/amsat-new/echo/tlm_decode.php
It has the latest version of TLMEcho, as well as the user file
download and coefficients file. A lack of these files is likely the
cause of your runtime error.
Also note that you must edit the user file CPBINI.TXT with a text
editor and set it up to match your hardware configuration.
