[amsat-bb] PCSAT2 Telemetry Decoder (for Windows)

Hi,

I'm a SWL, and i have written a program for decode the 1200 baud
PCSAT2 telemetry.
For Windows (tested on Windows XP-HE; theoretically also works on
Win95, Win98, Win2000).
It works with AGW Packet Engine, with APRS Server, or with FindU.
