[amsat-bb] PC2PSK: OPS Normal

PCSAT2 was re-activated over London and New 
Zealand at 0100z on the 19th, though it took till 
about 1200z over the USNA to  fully restore all 
operating parameters.  There will not be any 
shutdowns for any more EVA's for 6 months.

PC2PSK operations are enabled and the PSK 
transponder will be enabled whenever a PC2PSK 
control station is active for his  footprint.  See:
