[amsat-bb] Online Predictions Down

The Predict engine that calculates the online passes is returning an 
error to web services.  The problem has been duplicated at the shell 
and seems to point to the Predict engine itself.  Paul has been 
notified and should be troubleshooting shortly.

In the mean time I've put up a notification that the engine is down.
