[amsat-bb] PCSAT2 Engineering Telemetry

Hi,

Just a quick note to say that the page should be stable
again.

Changes...

- Now indicates if the 96 hour watchdog timer has reached the half- 
way point in the countdown
- Changed the order of the TLM/TXA/TXB temps to match the C&C  
application screen
- The time at which a command bit was enabled (set to 0) is now  
displayed
- Command bit colouring:
         YELLOW: command bit set to 0 by C&C
         GREEN: command bit set to 1 by C&C
         GREY: timed out after 40 minutes of being set to 1 by C&C

A few formatting changes are yet to be done to cover a wider range of
browsers.

We still have some large gaps in the coverage, thanks to 9W2QC for  
the data today.
To the rest of the regular stations THANKS!

I now wait for Bob next set of changes :-)
