  I would strongly prefer the "145.800 - 145.900" approach.

On a passband transponder intended to be used by many narrow signals, 
there is nothing interesting about the center frequency.

The +/- nomenclature suggests a tolerance, as if your goal should be 
to use exactly 145.850 but errors of up to 50 kHz are acceptable. 
Since that's not the case, it's potentially misleading.

The +/- nomenclature could also be confused with Doppler shifts, 
which are often expressed that way since they are more or less 
symmetrical.
