The 500 ohm potentiometer inside the rotor unit  has one end
connected to the positive DC voltage in to the control box and
the wiper is connected to the meter via a adjustable trimmer.
The other end of 500 ohm potentiometer is connected to the
negative DC voltage in to the control box.
If the negative end of potentiometer get disconnected from the 
negative in to the control box because of an open circuit than the 
potentiometer functions as a reostat in series to the meter and the 
dial goes all the way over the max right position no matter the 
motor is rotate in any position.
The open circuit can be in the wire connecting the pot to the 
control box or the pot itself.
