[amsat-bb] APRS on AO-51

I'd like to suggest that APRS be supported as an experimental mode on
AO-51.  With as much traffic that NO-44 and NO-45 saw during their
lives (and still see today), there should be quite a few users that
would enjoy this mode.

Anyone else interested in this???
