OSCAR-11 Telemetry Failure

There is now a major problem with the telemetry, since OSCAR-11 resumed
transmissions after its recent ten day period of silence. All the
analogue channels are zero. However the status channels are still OK.
The on-board clock is now about five hours slow.
Signals are still fairly good, although I'm now having problems, owing
to a stuck elevation rotator!
Here is a sample frame from the 05:46 pass on Thursday 28th.

BTW to add to it's problems, solar eclipses are due to start about now,
and reach maximum effect (78% sun) by the end of June.
