I suppose your CAT functions work properly.
in the frequency window SatPC32 updates the frequencies every secong,  due
to the changes of the Doppler shift. The automatic Doppler correction of
SatPC32 updates the radio's frequencies NOT every second, however. That is
not necessary and would waste a lot of PC time. The program updates the
radio's frequencies rather when the Doppler shift of the higher of both
frequencies changed by a selectable amount of Hertz (interval). With FM sats
(AO-51, SO-50) the default value of the interval is 600 Hz, with SSB
satellites (FO-29, AO-7)  it is 100 Hz. The intervals can be changed
separatedly for FM and SSB satellites in the menu "CAT". The default values
are sufficient, however.
When you change , i.e. the SSB interval to 20 Hz and track FO-29,  the
program will update the radio's frequencies when the Doppler shift of the
downlink (70 cm) changed by more than 20 Hz.

You can check the proper working of the CAT functions also by changing the
satellite. Whith SSB satellites you may tune around the passband with the
VFO knob. When the program works properly it should tune the TX frequency to
the right value 2 seconds after you stopped moving the knob. That can be
watched best when the radio's TRACKing function is off.
