[amsat-bb] do not transmit if you can not hear

Hello all in Europe,
The old rule is that you should not transmit if you can not
hear the satellite.
After having been away for 4 days it is most distressing to
get on the satellites again. On both AO-51 and SO-50 it is
obvious that many transmit without being to hear the satellite.

Please try to get your downlink working before you transmit :-)
