I have to apologize. I was confused between the switcher for the 40CX where 
the pcb is a bit more complex. It has stripline as part of the phase 
shifting. I found a photo of the 14-C and it is pretty simple to duplicate.

I agree that it should be possible to build a better one with some better 
weather protection.
