In the March/April 2004 AMSAT Journal is a paper giving 
complete construction detailes for a 23 cm helix antenna.
 While the article covers construction of a 4 helix array a 
single helix  will in most cases be adaquate for AO-51.
The 4 helix array works with a watt or less on mode L on
AO-51
