[amsat-bb] Re KEPS

I'm happy to register and take the info from NORAD.
The problem NORAD will have if it starts charging for or limiting the 
distribution of KEPS information, is that it now makes this a purely 
commercial venture.
Globally there are plenty of amateur groups of astronomers who currently 
observe the satellites and debris, record the info and pass it around 
amongst themselves. The next move for some of them would be to provide KEPS 
on all packages in space at a cheaper rate than NORAD.
At a stroke NORAD (and the U.S.) loses control on what is disseminated and 
what is suppressed for security purposes,
