I think Echo is linear on L and S bands.  The antenna can be seen at
http://www.amsat.org/amsat-new/echo/OSCAR-E_Status_Report_5.pdf and acts
like a dual band  vertical.  A description of this antenna design can be
found in the ARRL antenna book.
