Registration is easy and free. It's not limited to US citizens. Worked 
fine for me so you should all go ahead and register.
You do have to agree to various conditions and must not distribute them 
to anybody else or make the information public.

Not if you used their data to compile the "other" format.

You need their authorisation to distribute data. There's no reason they 
should refuse but a national or international society would be more 
likely to get the right results.
