RE: MARScom with HAM downlink ?
Duh! This is a US Military organization! It isn't available to
those hams that are not US citizens. Also, the age restriction can
go down to 14? with parent's consent.

Contrary to your claim "other than the fact that ANYONE with a HAM
license can join MARS and as a MARS member, they can use the
satellite.", the eligibility criteria below would seem to
specifically
preclude the majority of the worlds amateurs from joining MARS.
*Eligibility to Join NAVMARCORMARS*
An applicant must:
1. be 18 years of age or older,
2. be a United States Citizen or Legal Resident Alien,
3. possess a valid amateur radio license issued by the Federal
Communications Commission or other competent U.S. authority --
Technician class or above, and
4. possess a station capable of operating on the MARS HF
frequencies
(2.0 - 30 Mhz).
How to Join Army MARS
Eligibility
The applicant must -
* Be 17 years of age or older. (Signature of parent or legal
guardian is required when an applicant is under 18 years of
age.)
* Be a United States Citizen or resident alien. (Possess a valid
amateur radio license issued by the Federal Communications
Commission (FCC) <http://www.fcc.gov/> or other competent U.S.
Authority.)
* Possess a station capable of operating on MARS VHF and/or HF
frequencies <http://www.asc.army.mil/mars/freq.htm>.
* Agree to operate a minimum of 12 hours per calendar quarter
with 6
hours being on VHF and or HF networks.
*Eligibility to join MARS (USAF)
*
*The applicant must:*
* Be 18 years of age or older.
* Be a United States citizen or resident alien.
* Possess a valid amateur radio license issued by the Federal
Communications
* Commission.
* Have digital capability, i.e., Packet, Amtor, Pactor, or G-TOR.
* Possess a station capable of operating on MARS HF frequencies.
MARS members must agree to operate in accordance with the rules and
regulations governing MARS as follow:
* A* *Minimum of 12 hours participation per calendar quarter with
6
hours in their primary HF assignment.
*Eligibility to Join NAVMARCORMARS*
An applicant must:
1. be 18 years of age or older,

3. possess a valid amateur radio license issued by the Federal
