Hello Don, 

probably the CON and STA lights remain on when the TS2000 internal
tnc has the buffer full. 
I had the same problem using the TH-D7 internal tnc in packet mode. 

I remember I changed the paclen to a small value to solve partially
the problem when I was using the WIN TSTHOST program. 
Only an idea ;)
