[amsat-bb] GO-32 reloading; BBS not yet active

As of ~15:55 UTC 2-Jan-200-5: it appears that GO-32 is nearly back to service---the BBS appears to be loaded, but it is reporting that it is not open for service at this time.

Thanks to the Go-32 command team for their continued fine work.
