The posting states that WRC-03 only allows international third-party
traffic for emergency or disaster relief. Reading further, you see that
there are "agreements or arrangements" with some countries (including
USA) that grant permission over and above the minimums set by WRC-03.
Kind of like free software. The GPL provides "NO WARRANTY FOR THE
PROGRAM", but you can enter into an additional agreement with someone to
provide a warranty for you.
