Maggie, you left out an important clause which Luc did include in his
original message: "An administration may determine the applicability of
this provision to amateur stations under its jurisdiction."  Third party
traffic is always illegal, except as permitted by bilateral treaty, or
for emergencies or disaster relief.

This clause allows for third party agreements between countries such as
the ones that Luc listed for Canada and those to which the US has
signed.

Can this be correct? All international third-party traffic is now 
illegal unless it's emergency or disaster relief traffic?
