[amsat-bb] AO-51 QRP mode is ON

In case you missed it, AO-51 is in QRP mode on TXA and it sounds great. Last 
pass only 3 other stations were heard. Thanks to VE4WMK, KB1CRN, and KE4AZN 
for QSOs. Equipment here was an Arrow, FT-470, and headphones.
