I don't think letting them know you're taping them is a good idea. They
would probably just move to another frequency. I wouldn't even talk to them.
If they're willing to break one law, they might be willing to break others
and it's very easy to find the name and address of a licensed ham. You don't
know anything about these people, so put personal safety first.
The FCC doesn't move fast, but they will take action if you can give them
enough information to go on. Just record as much of the illegal
transmissions as you can, keep a record of dates, times, and frequencies and
send the information to the FCC.
I don't think there's any real need to locate them with direction finding
equipment. The FCC is better equipped for that kind of thing than you are
and when they show up at the door, they'll have a couple of Sheriffs
deputies with them.
