Time zone resource



At one time, MS had a "Kernel Toy" which allowed you to create or edit the
time zones in Windows.  It was written for WIN95, but has become
progressively less functional with newer version of the OS.  If you want
UTC, you can always used Liberian time, but it is nice to be able to create
a UTC time zone.  I came across
http://www.karenware.com/powertools/ptzone.asp which works well at least up
through WINXP.
