Check this website.  Haven't looked at it lately, but he keeps stats on
licensees (I think) worldwide.

The Amateur Radio Callbook used to publish that information. The ARRL
published
that there were 700,000 licensed U.S. hams several years ago. As I
remember, the
total for Europe was about the same and Japan was higher.
