The DoD Space Test Program (STP) provides satellite launches, at no
cost to the satellite builder, for satellites that demonstrate
technical merit and DoD relevance.  In fact, the STP has already
launched several amateur satellites.

I wrote a paper on the STP for next month's AMSAT Space Symposium.
