John and Jeff,
The REASON Why you can not make into the ISS Repeater is not too complex.
I am not sure of what antennas you are running, and it is important, BUT
Doppler is the MOST important!!!!! There is no PL tone.. When ISS is AOS,
you tune LOW on UHF transmit.
As it is going away, or into the pass, you must QSY UP in frequency!
There is 10 kc Doppler on the arriving, and descending side.
It might seem a bit complicated, but it will only work this way.
I use STSPLUS here for satellite tracking, and it shows my "real" TX and RX
frequencies!
FM Doppler is EASY!!! Wait till you try SSB transponders!
