[amsat-bb] V31KD active on ISS at 1339

Worked V31KD at 1339 via ISS on the voice cross band repeater. Signal
quality was perfect and only a few short drop outs. He made several
additional calls with no response.

Reminder- The amateur radios will be powered down at 1700 UTC today in
preparation for the space walk tomorrow. The should be powered up around
1700 UTC Sept. 4
