Sure. That is what our two RAFT satellites will have.
RAFT1 is 10m SSB up and 2mFM down for PSK-31
and the RAFT2 (Called MARScom for Navy MARS)
will have VHF uplink and HF SSB down. and it
easily fits in our 5" cubes using off-the shelf CKT brds.
But with board re-design, I think it could easily fit
in a 4" cubesat.
