PSK31 Satellite?

How expensive, difficult to lauch to either a LEO or RS-12 type orbit, and
time to build would a small SSB satellite that was dedicated to running
PSK_31 mode, but also be capable of multiple phone QSOs, be to
launch? Thinking 2m uplink and 10m down. Any SWL could listen to the
satellite and get interested in ham radio via satellite. Any ham could get
an hf radio and a 2m transverter and really have an "EASYSAT" with low
doppler to tune. They could use a 10m dipole to receive.
