Well... LEGALLY speaking nothing. There is a gentleman's agreement on
the band plans, though. This allows everyone to play in the sandbox at
the same time and no one gets their sand castle knocked over... Or at
least not that often.

What makes it legal or illegal to just choose a frequency on 10 meters?
I
know the RS satellites used 15 meters and I believe there has been
uplinks
on 10meters.
