Richard,
my own opinion about closed repeaters is that the FCC is wrong. 
Who runs a closed repeater should instead rent a civil frequency and use it at 
is own wish with his own customers/users...
That's not Amateur Radio anymore.

Anyway the FCC is in charge only over the US. What about other authorities who 
forbid private usage of an amateur radio installation? Will you selectively 
switch the satellite off and on? hi hi
