ECHO Power budget / space.

I was sitting there looking at the satellite tracker and was picking up echo
about S1 at best.
I thought to myself that was pretty good, for 1 Watt of power on 70cm to
travel some 1200 KM's
according to my satellite tracker.
Not bad when you think about it. With all the terestrial rubbish I have
problems getting 20 watts from 200km's away.
My next question is, does earths's atmosphere contribute to attenuation of
radio signals ?
Do radio signals in space "GO" further ? Due to the vacuum of space ? And do
the waves "bend" on hitting the earths
atmosphere ?
