Those are interesting ideas as to "why" but it doesn't really matter what
the reason is for this action. The decision has already been made.
For what it is worth, some of "the bad people" as you put it definitely have
the capacity to shoot one down. Remember, we aren't just talking about
terrorists here. There are developed nations with high technology that have
their crosshairs on the US and the first obvious target in a massive attack
would be communications systems including satellites. I don't want to turn
this BB into a political debate though so I will stop here...
The point is, the public distribution of keps is stopping. Trying to figure
out the real reason why and argue won't reverse this decision.
I wouldn't worry about this too much. I think sources of keps for Amateur
satellites will remain available via some means.

Are they concerned about damage to the satellites or their use as an
unauthorized communication devise? I doubt that the bad people presently
have the capacity to shoot one down.Are they are concerned that the bad
people can hide stuff if they know when the birds will be over their
location. Can High power RF be used to cause damage to the birds?Is this
a big concern to the government?
What alternatives can we develop that will be National Security
friendly?
