I dont know if he will, but I know for sure that I will be not.
Since 2001 I have been running a page that delivers keps to palm users 
( www.alain.it/keps )
I currently serve an average of 400 different visitors per day and I will have 
to shut the service down.
The law is the law... but this one looks so pathetic!

If the keps are going to be somehow released to the public the bad guys will 
find a way to get them. But do they really need to deal with the keps?
If I remember well the terrorists that attacked America did it using just a 
couple of knives while being in possess of regular paperwork.

Then why limitating access to the keps for all the sats?
Classified sats are already unpublished... but their keps can be home made 
anyway. (Check out the Mike McCants's page).
