[amsat-bb] Adding Echo to WiSP?

I'm at my wits end - I updated the keps and run Update Satellite 
Database.  It says it adds AMSAT ECHO but I keep getting an error when WiSP 
is launched saying it's not in the database (and it doesn't seem to be.)

Any clues?
