There are three components to download to get TlmEcho working:

1. The program (you have this)
2. The Users files
3. The EchoCoef.CSV file 

The latest versions can all be found here:

http://web.infoave.net/~mkmk518/echo.htm

Note that the files on the Amsat website are now a couple of versions old.
The above website is always the source of the latest versions of the files.

Hi to the list,
today after a long time of qrt from the satellite i heard the new Echo
bird.
Complimets to the Equipe.
I downloaded the TLMECHO program from the Amsat site and installed it
but when i run it i get the foollowing error:
 
RUN-TIME ERROR '53':
FILE NOT FOUND.
 
Where am i missing?
