JE9PEL (Mino Wakita) has some excellent info on his website.

http://www.ne.jp/asahi/hamradio/je9pel/fo29cwfe.htm has and explanation of
how to decode FO-29 CW telemetry  manually and
http://www.ne.jp/asahi/hamradio/je9pel/fo29cwte.zip is a program which can
decode the CW telemetry automatically.
