[amsat-bb] Uni_Trac 2003 Upgrade

There is a minor up grade to Uni_Trac 2003  (UT3_107.zip) on

the www.etelectronics.com website

The upgrade allows the user to change the frequency of any
up convertor local oscillator  frequency "on the fly."

The frequency referred to, is that which appears within any
uplink doppler transaction.
