Should be easy enough to DF.  Then alert FCC.  Sounds
like a fun challenge.  If the repeater is on the mexican side
of the border, might be easiler to DF a few of the users in
the USA on the inputs and then let the FCC go after them...

A great application for APRS DFing techniques...
