[amsat-bb] RS 15 TLM Copy

I managed to copy some of RS 15 TLM CW.  I would have coppied more, but I
was trying (unsuccessfully) to pass signal through the transponder.  I did
copy the following blocks:

AMW28
MIW31
MAW17
MMR2???

RS15

IIR31
INW0?

This breaks should decode to:

Receiving of Baord Memory=600 Baud
    Stabilizer temperature is 18 deg C
Tranmission of TLM info is on
    Solar Battery Block 1 is 31 deg C
No Use
    Solar Battery Block3 is 17 deg C
Accumulator?
    Hermetic Control Pressure is 2?
Voltage of onbaord Power Supply is Normal
    12.4V
Transponder Sensitivity Rx is Maximal
    n=0??? (Could this be a divide by zero error?)
