Bob,
Having a 3 m dish i would try the following:
1) Receive the Mars Express beacon in 8.4 GHz band
2) EME at 1296 MHz with 500 watt at the feed
I already have 500 watt at 1296 MHz but not the dish at present.
Unfortunately there are not abandoned 3 m dishes in my area but
500 watt at the feed and an overall NF=0.5 dB at 1296 MHz make
a S/N of about 8 to 9 dB on a CW echo off the moon with a 3 m
dish.
