[amsat-bb] OSCAR-11 VHF Beacon Silent

Just to inform anyone searching for OSCAR-11, that the VHF beacon on
145.826 MHz. has now switched OFF.  This occurred about 10 days after it
was switched ON.  

Ground control should be able to restore the beacon, in the near future.

The mode-S beacon on 2401.5 MHz. should be operating normally.
