[amsat-bb] OSCAR-11 VHF Beacon is Back

The 145.826 MHz beacon now ON.  Battery voltage slightly low at 13.4
volts, otherwise telemetry is nominal.  

Spin rate has slowed a little, period now 453 seconds.

The S-band beacon 2401.5 MHz. is also ON, as it has been since 12 February.
